Don Wright
CEO
Mr. Don Wright serves as the Chief Executive Officer of Special Intelligence Service (SIS) since 2010, after serving three years on the Board of Directors. SIS provides various services to U.S. government agencies and armed services.
Prior to joining SIS, Mr. Wright founded and served as Chairman of the Washington-based Confluence Capitol Group, Inc., which provided consulting services to institutional investors, debt holders, and public and private companies.
After helping found, Pacific Aerospace and Electronics, Inc., Mr. Wright served as its Chief Executive Officer and President from 1995 to 2006. Pacific Aerospace, an engineering and manufacturing company, designs, manufactures, and sells components primarily for the aerospace, defense, and transportation industries.
Luis A Vega, MBA, MPM, U.S.N.R. Rear Admiral (DCDF) (Ret).
Executive Vice President
Admiral Luis Vega is our Executive Vice President and the head of our Sales and Business Development department. Mr. Vega builds and maintains critical relationships for SIS with the United States and Foreign Government’s heads of state, vendor and customer relationships including US Military, Civil, and Intelligence Community Customers, as well as International and Commercial Customers.
With an MBA in International Business and an MPM from Regis University, Admiral Vega has successfully obtained and managed billions of dollars’ worth of government and corporate security contracts, domestically and abroad.
Timothy Andrew Koonce
Operations Director
Mr. Koonce is a seasoned hard charging professional with over two decades of security and law enforcement experience. He has held several positions and rank at his agency to include the Interim Chief of Police, where he started the reorganization of the department and finishing out his tenure as the Deputy Chief of Police. Mr. Koonce was successful in changing the look and direction of the police department to enhance the community involvement and respect.
As a police executive in Arizona, he was involved in the start-up of several law enforcement platforms that focused on opening and maintaining lines of communication between local, state, federal law enforcement, and emergency service agencies.
Mr. Koonce was also involved in leading his agency’s efforts in bridging the resources gap with the surrounding agencies leadership through IGA’s. These efforts assisted with task forces, equipment and personnel assignments. Mr. Koonce has served on several community and governmental boards that fostered open lines of communication between the community and law enforcement, with the desired result of lowering crime.
Mr. Koonce studied criminal justice at Mohave Community College, and went on to a graduate from one of the nations most premier police executive schools; Northwestern University Police Staff and Command as well as the Northwestern University’s Executive Management Program.
Upon leaving the police department, Mr. Koonce accepted a government contract position as a senior investigator, where he led teams of cleared investigators tasked with investigating threats against national security in the U.S. and abroad. Mr. Koonce furthered his contracting experience by deploying to Afghanistan and working at the U.S. Embassy in Kabul as an Emergency Response Team Leader.
Mr. Koonce received an accommodation from the Regional Security Office, and the Ambassador assigned to the U.S. Embassy for his efforts during the attack on 13 September 2011.
Mr. Koonce has provided executive protection for some of the country’s wealthiest families, business elites, and entertainment personalities. Mr. Koonce is currently tasked as an operations manager for a multi-billion-dollar project located in Las Vegas, Nevada.
During Mr. Koonce’s tenure, he has held several governmental clearances, a federal law enforcement commission, and has been a state certified law enforcement member for two public safety organizations.
Kenneth J. Stethem, CEO

AEGIC has taken a scientific and philosophic approach to the design, development, and deployment of our non-deadly technologies.
AEGIS is led by Mr. Kenneth Stethem, a paten holder, inventor, engineer and leading expert in technology development. Mr. Stethem positioned Aegis Industries to pioneer an interdisciplinary approach to the design, development, and deployment of non-deadly weapons for the military, law enforcement, corrections, and private security industries. Aegis’ research and strategic partners have included the U.S. Army Research, Development & Engineering Center’s (AROEC) Target Behavioral Research laboratory (TBRL), the Harvard- MIT Health Science & Technology (HST) Division, Kansas City Plant (KCP), and tile National Institute of Standards & Testing (NIST).
During his twenty-year career with the U.S. Navy Chief Stethem served as a helicopter search-and-rescue (SAR) crewman, a Senior Explosive Ordnance Disposal (EOO) technician, a Sea- Air-Land (SEAL) operator, and a special warfare combatant- craft crewman (SWCC). Chief Stethem served on several SEAL Teams, with the Naval Special Warfare Development Group (NSWOG), the Regional Survey Team (RST), and as a master instructor at the Naval Special Warfare Training Centers (NSWTC) Basic Underwater Demolition/SEAL (BU 0/S) training program.
Jessica Amaral
Ops Specialist
Jessica Amaral’s journey began at 17 when she joined the U.S. Marine Corps (USMC) and became aviation electrician specializing in the AV8-B Harrier. Her dedication and expertise earned her multiple high-level qualifications, awards and designations including High Power, Collateral Duty Inspector (CDI), and Plane Captain, surpassing the expectations of anyone within her peer group.
Transitioning into an instructional role as the Staff Non-Commissioned Officer Academy, Jessica excelled as a fitness program manager. Her initiatives led to enhancing female fitness standards across the USMC, notably improving pull-up capabilities, which became recognized by Headquarters Marine Corps (HQMC).
In 2015, Jessica expanded her academic horizons, completing a Master’s Degree in Exercise Science with a focus on Exercise Psychology and Tactical Training. Additionally she completed a Master’s Degree in Social Work, concentrating on macro-level public policy and community interventions.
Jessica’s career outside the military has been equally impactful. She played pivotal roles in Child Protective Services and Foster Care/Adoption, where her efforts included rewriting government policies and procedures, standard operating procedures (SOPs). After the policy rewrite, she secured funding through grants for Opioid Abatement that resulted insignificant funding for new job positions critical to the Department of Social Services all for the betterment of critical community needs.
Jessica’s interests extend to international policy and nation building, reflecting her ongoing commitment to making a positive impact on a global scale. She is currently working with Special Intelligence Service expanding her international footprint.
Ms. Amaral is an executive officer with worldwide experience in leading and managing people. Guiding and directing other peers in training and economic development in highly volatile areas of responsibility in the Middle East and Africa (MENA). She is an executive officer with exemplary performance, outstanding operational and security experience with the tenacity to significantly enhance procedures, contributing to organizational prosperity.
